Ms. Noorhayati Cynthia graduated from the University of the Philippines (Diliman) with a degree in Bachelor of Science in Tourism, and from Universiti Brunei Darussalam with a Master’s Degree in Public Policy and Post Graduate Certificate in Technical Education. She has attended various continuous development courses and trainings relevant to her previous jobs and the job she is currently holding.
She offers a wealth of more than 37 years of professional and facilitation experience in the areas of technical and vocational education and training, curriculum design and development, competency assessment, workplace learning and soft-skills training. She has facilitated numerous regional and in-country training programmes, as well as customised training programmes in SEA, taught in the primary and tertiary levels, and worked in the hotel and service-orientated industry in the Philippines, Australia and the United Kingdom.

Mr Ngan Cheng Hwa is the Specialist Technical Training Officer and was the former Deputy Managing Director (Education & Training) at German-Malaysian Institute, a premium technical education & vocational training institution with German training approach and technology.
Mr Ngan completed his Master of Education (Technical Education & Vocational Training) at University Technology Malaysia and holds a Bachelor of Technology with Education (Electrical Engineering) also from the University Technology Malaysia.Although he enjoys teaching, he is also a TVET expert and practitioner primarily in the areas of curriculum development, teacher training, and blended learning methodology for student-centred learning, incorporating problem-project-production based learning for the development of holistic TVET graduates with 21st-century skills.
